The Wyoming State Construction Department (SCD) oversees more than $5 billion in educational facilities across 48 school districts. Stewardship is core to its mission, ensuring every school remains safe, functional, and built for the future.

But this level of responsibility wasn’t always easy. For years, critical processes ran on certified mail, spreadsheets, and paper files. As Jerimi Revell noted: “Nothing was digital. Nobody really knew where any of this data was.”

Transforming Stewardship Through FacilityForce

In 2011, the department implemented FacilityForce, beginning with contract and payment workflows. The results were immediate: faster approvals, clearer communication, and reliable data flow.

What started as a simple process improvement quickly scaled. School districts and project managers adopted digital submission, approvals, and reporting for major maintenance, creating transparency at every step.

Data That Strengthens Decision-Making

With FacilityForce’s Assessment & Strategic Planning capabilities, Wyoming gained a comprehensive view of every school building — its condition, capacity, and long-term needs.

According to Del McOmie:

“We have the footprint of every building and how every room is used. We assess condition, capacity, and forecast future workload.”

This data now supports legislative committees, the Governor’s Office, and school districts with on-demand insight. In one case, Revell generated a detailed statewide funding report in under 10 minutes, information that previously took weeks to compile.

The Impact: Longer Lifespans & Greater Transparency

Wyoming’s data-driven approach has delivered measurable results:

  • Building life expectancy increased from ~40 years to 67–75 years

  • A 25% increase in major maintenance funding was enacted into law

  • Several school districts now rely on SCD’s FacilityForce reports instead of creating their own internal systems

As McOmie puts it: “That’s true stewardship.”

This leadership earned the department the 2025 FacilityForce Achievement Award, honoring excellence in public asset management.

A Model for Government Stewardship

Wyoming’s approach shows what’s possible when public agencies combine purpose with data. With FacilityForce at the core, the state has built a transparent, efficient, and future-ready system for managing the facilities that support its communities.
